Do you see what is happening when pressure is applied to the bottom of baby's foot? Babies at different stages have different reflexes. Up until about 2 months babies have what is called a stepping reflex which can be activated when pressure is applied to the bottom of the foot. This is also why almost all carrier manufacturers that do recommend a legs in position state to stop by 12 weeks or when a baby is pushing up. Not only can it be really frustrating for a baby but it can also be a legitimate safety concern. When a baby pushes up, the panel is no longer covering their body in a safe way. There is the potential for them to push up and out of the carrier resulting in serious harm.  This is also one of the reasons that some recommend against the use of footy pajamas in a carrier. The problem is that not all footy pajamas are equal. Some are incredibly stiff and will in fact elicit this response, but not all. While you can see that the footy pajamas my baby is in are snug, it is still incredibly stretchy and not activating that reflex. If you are finding your baby is incredibly fussy and even forcing their legs straight in a carrier then the reflexes before mentioned might be at play as well- even though they are legs out.
