Mark my words on this. I am reading the writing on the wall. The Heritage foundation has laid the groundwork to abolish Medicaid. They have several articles on their website on the steps for this and have fought against the government offering "hand outs" to the poor. Their first step is now: reduce enrollment by tightening requirements, putting lifetime caps, making work requirements to have it, cutting funding. The second impending step mirrors their education policy of offering "choices." They move people to private plans to reduce enrollment in Medicaid. People are now forced to pay copays, deductibles and premiums they will struggle to afford. Step 3 moves everything to the states. This further reduces govt spending. Step 4 would be the phase out -- saying, you don't need government health insurance. We will just give you a voucher for a private plan (similar to the ACA but with very strict requirements. The ACA subsidies will be cut completely offering no support to the middle class.) Private health insurance plans benefit and continue making billions more.
