"I know that Caleb's life was worth far more than the bottom line to this (settlement)," Baker said. "I hope other families see there is a pathway and some form of justice. I'm fighting for Caleb's battle buddies so they can live out the American dream and serve in duty to their nation. That's what Caleb signed up for." Donna Martin, the Army's inspector general, which Baker said led to the Smitty Check. Baker said Wormuth acknowledged that no one checked on Smither, which is something Baker needed to hear. "These accountability measures are kind of a way of Caleb reaching back grave help his battle buddies finish their race and live out their American dream, which is what we want for our servicemembers," Baker said. "We don't expect them to die on a base. Caleb was so happy to be part of a purpose and a member of a team. He was always encouraging the other guys and would go back to help them finish a race, and that's what's still happening now.”Baker said she is heartened to know that the congressional act in memory of her son prevents "further harm to something that's already just egregious and hurtful" and allows military families to know if an independent contractor was involved in their medical malpractice claims. "I know that I cannot bring Caleb back, but this legislation has the potential to address a loophole in these claims that will protect future soldiers and their families, and this has been my ultimate goal," she said.”The provisions in the defense budget and the Army's new policy honors her son's desire to fulfill his pledge to the nation and uphold the Army's creeds, Baker said.
