In a microwave-safe measuring cup, microwave Carnation Evaporated milk for 20-30 seconds until warm (about 110 degrees). Pour into the bowl of a stand mixer or a large bowl. Add sugar and whisk. Sprinkle the yeast over the top. Add the egg, egg yolk, and melted butter. Whisk until nice and creamy. 2. Add bread flour and salt. Stir with a whisk until just combined. Knead the dough using your hands on a floured surface or a stand mixer fitted with a dough hook for 8 minutes. Transfer the dough to a large bowl with vegetable oil. Cover with plastic wrap and allow the dough to rise in a warm spot for at least 1 1/2 hours until doubled in size. 3. While the dough is rising, prepare the baking pan and mix the filling. Spray the bottom of a 9x13 baking pan with nonstick spray. Line the pan with parchment paper and set aside. In a small bowl, add brown sugar and cinnamon. Mix with a fork until combined. Set aside. 4. After the dough has doubled in size, transfer to a well-floured surface. Using a rolling pin roll the dough into a 14x16 rectangle. Spread softened butter over the dough leaving a ¼” margin around the far side of the dough. Sprinkle the spiced brown sugar mixture over the top of the butter. Slice the dough into 9 equal portioned strips. Tightly roll each strip pinching the ends. Place rolls into the prepared baking pan. Cover with plastic wrap and allow the rolls to rise for 45 minutes. While the rolls are rising, preheat the oven to 350 degrees. 5. Remove the plastic wrap and carefully pour the 1/3c of room temperature Carnation Evaporated Milk evenly across the top of the rolls. Bake in the oven for 20-25 minutes until rolls are just starting to get slightly golden around the edges so they remain soft and pillowy. Remove the rolls from the oven and cool for 10 minutes before frosting. 6. To make the frosting, add cream cheese, butter, powdered sugar, and vanilla to the bowl of an electric mixer and beat until smooth. Spread all over the pumpkin cinnamon rolls and serve!
