In a medium bowl whisk flour, cinnamon, ginger, nutmeg, salt, cloves, and baking soda. Set aside. 2. In a large bowl, whisk brown sugar, melted butter, and molasses. Add egg, Carnation Evaporated Milk, and vanilla. Whisk until combined. 3. Add dry ingredients to the wet, and fold with a spatula until the dough just comes together. Cover the bowl and place in the fridge for at least 1 hour (or up to 24hrs). Preheat the oven to 350 degrees. Line a baking sheet with parchment paper. Set aside.Spray hands with nonstick cooking spray, and scoop 1 Tbsp of the dough into your hands and roll into balls.  4. Place dough evenly on the baking sheet about 2 inches apart. Bake cookies 1 sheet at a time in batch until puffed and just set. About 10 minutes. 5. Allow the cookies to cool on the pan for 5 minutes before transferring to a cooling rack. 6. While the cookies cool, prepare the filling. In a medium bowl add all the ingredients and mix using a hand mixer until smooth and creamy. 7. Spread frosting evenly on the bottom of the cookies. Top with remaining cookies bottom sides down. Dust with powdered sugar.  8. Store cookies in an airtight container in the fridge. Bring to room temperature for 5-10 minutes before serving.
